Foreign Manufacturers Certification Scheme (FMCS)

Certification for overseas manufacturers exporting products to India, ensuring compliance with Indian standards.This scheme allows foreign manufacturers to use the standard ISI mark on their product and sell it in India. Under the FMCS scheme, the Bureau of Indian standards grants a BIS license to foreign manufacturers to use the ISI mark on a product that conforms to applicable Indian standards. The foreign manufacturer certification department (FMCD) is the only eligible authority granting foreign manufacturers manufacturing licenses.

Key Requirements

Overseas Manufacturing Unit

The production facility must be located outside India.

Inspection & Fee Agreement

The manufacturer must accept the Scheme of Inspection and Testing (SIT) and pay the Annual Marking Fee.

In-House Testing Capability

An in-house lab with appropriate testing equipment and qualified quality control staff must be available to test products as per Indian Standards.

Nominate Authorised Indian Representative

Authorised Indian Representative as a local representative is responsible for submitting & managing the application for Certification.

Acceptance of BIS Terms

The manufacturer must agree to all license terms and conditions set by BIS.

Manufacturing & Testing Infrastructure

The facility must be fully equipped with necessary machinery and testing setups.

Product Compliance

Products must conform to applicable Indian Standards.
